Acne rosacea
A skin disease that affects the middle third of the face, characterized by persistent redness across the forehead, chin and the lower half of the nose. The tiny blood vessels in these areas enlarge and become more visible through the skin, appearing like tiny red lines. Pimples can occur in rosacea that resemble teenage acne.
Administrative Citation
Violation of the the Washington State Liquor and Cannabis Board; these are handled by the Liquor Control Board.
Alcohol
A depressant drug, also known as ethanol, that impairs the central nervous system of one consuming it and can interfere with the normal development of an embryo or fetus.
Alcohol Poisoning
A potentially deadly condition caused by excessive amounts of alcohol, characterized by seizures, slow or irregular breathing, hypothermia, vomiting, and mental confusion/stupor/coma.
Alcohol Server Permit
A certificate issued by the Washington State Liquor and Cannabis Board to those who have successfully completed the mandated alcohol server training course.
Alcoholic beverage
A drink that contains ethanol, which is usually called alcohol.
Aggravating factor
Any relevant circumstances that led to a crime and make the harshest punishment appropriate. Examples of aggravating factors include the failure to properly check a patrom’s ID, having an inadequate staff-to-patron ratio, and failure to ensure that all servers have their Mandatory Alcohol Server Training (MAST) permit within 60 days of hire.
BAC
Blood Alcohol Content or Blood Alcohol Concentration. This is a measurement of the concentration of alcohol in the bloodstream commonly stated as a percentage.
Certified server
A server who has successfully completed the mandated alcohol server training course and has obtained their alcohol server certificate from the Washington State Liquor and Cannabis Board within 60 days of beginning to serve alcohol beverages to the public in a licensed establishment.
Cirrhosis of the liver
A condition where normal, healthy liver tissue is replaced by scar tissue, thereby blocking the flow of blood through the organ and preventing it from working as it should. In the US, chronic alcoholism is a common cause of cirrhosis of the liver, which kills about 26,000 people each year.
Class 12 Mixologist Permit
A server permit issued by Washington State for those 21 and older that allows permit holders to draw alcohol from the tap and mix drinks, take alcohol orders, carry alcohol to customers, pour alcohol into a customer’s glass at the customer’s table, manage an establishment that serves alcohol, and conduct beer and wine tastings at a grocery store with a tasting endorsement.
Class 13 Servers Permit
A server permit issued by Washington State for those 18 and older that allows permit holders to take alcohol orders, carry alcohol to the customer, and pour alcohol into a customer’s glass at the customer’s table.
Criminal Citation
Violation of criminal law; these are handled by the Washington State court system.
Drink Counting
A system of estimating a patron's BAC by using the patron's observable size, number of known drinks consumed, and number of hours over which the drinks have been consumed.
DUI
Driving Under the Influence. A driver is considered to be DUI if their BAC is .08 or above.
Evaluating
Evaluating the patron's sobriety, or lack thereof; e.g. do they sound, look and act sober? If not, how long and how much have they been drinking?
Explain events
An opportunity to write down any unusual events in the Incident Log that occurred within the servers workplace for future reference.
Facial dysmorphology
Developmental abnormalities in the facial structure as seen in many syndromes of genetic or environmental origin.
Gastritis
A condition characterized by an inflammation of the stomach lining that may be caused by drinking too much alcohol. The most common symptom is stomach upset. Other symptoms include nausea, bloating, burning in the upper abdomen, and blood in the vomit or black stools.
Identification (ID)
A legally accepted form of identity that must be issued by a government agency, contain the holder's physical characteristics, their name and signature, their date of birth, their photograph, and must be currently valid.
Impaired
Some loss of ability but not illegal to be served or to perform activities, such as driving, that involve potential risk. For most people, impairment occurs at BACs between .04% and .08%.
Incident Log
A type of diary meant to be used by servers to encourage written documentation of unusual events in the server's workplace, especially as related to events that may have been influenced by alcohol.
Intoxicated
Great loss of ability and high risk of injury; illegal to be served alcohol or to perform some activities, such as driving, that involve potential risk. For most people, intoxication occurs at BACs of .08% or more.
Licensed establishment
An establishment currently registered with the Washington State Liquor and Cannabis Board and legally in possession of a current and valid license to dispense alcohol.
Mandatory Alcohol Server Training (MAST) Permit
Mandatory Alcohol Server Training (MAST) permit; A certificate issued by the Washington State Liquor and Cannabis Board to those who have successfully completed the mandated alcohol server training course.
Minor
In the context of purchasing or possessing alcohol, a minor is an individual who is under the age of 21. In all states, it is illegal for a minor to purchase or possess alcohol.
Mitigating factors
Any evidence regarding a defendant’s character or the circumstances of the crime that would cause a juror to vote for a lesser sentence. Examples include training for sellers and servers of alcohol on both house policies and Washington law, posting hours rules, establishing minimum rules of conduct and consequences for violations, and changing business hours to eliminate specific problems (i.e. earlier closing hours).
Mocktails
A drink that is almost identical to an alcoholic beverage except that it does not contain alcohol.
Re-corking
The act of placing the cork back into a partially consumed bottle of wine and placing the bottle into a container before allowing a patron the remove the bottle from a licensed premises.
Refusal skills
The ability to refuse alcohol service in a respectful, but firm, way to one that may be a minor, or one that may have reached their alcohol consumption limit, or someone who is already visibly intoxicated.
Request the drink order
A decision by the server to allow more alcohol or stop alcohol service to a patron.
Responsible Beverage Service (RBS)
An approach to training owners, managers and servers at licensed establishments about alcohol policy and laws, alcohol effects, strategies to identify and refuse service to minors and intoxicated patrons, preventing DUI, and skills to prevent intoxication among patrons.
Responsible Vendor Program
An incentive for retail licensees to participate in Responsible Beverage Service by reducing sanctions if their employees sells alcohol to a minor or intoxicated patrons.
SERVE
A system of responsible beverage service that consists of Sizing up one's patrons, Evaluating their current state, Requesting and serving drinks, Verifying the patron is not getting intoxicated, and Explaining unusual events in the Incident Log.
Sizing Up
Determining whether the patron is small, medium or large by weight limits.
Sober
An absence of alcohol in the blood, resulting in low risk of injury and no loss of ability due to alcohol.
Standard Drink
A drink containing a specified amount of alcohol usually used to quantify alcohol intake; in the US, a standard drink consists of .6 ounces of pure alcohol. That's about one 12 oz. beer, 5 oz. glass of wine, or 1.5 oz. serving of liquor.
STD
Sexually transmitted disease.
Third Party Liability
A Washington State law mandating that if alcohol was illegally sold to a minor or to an apparently intoxicated person, and that minor or apparently intoxicated person causes damage to a third party (i.e. innocent victim), the innocent victim can sue the licensee and sellers for the damages.
Tolerance
The ability of a patron to consume medium to large amounts of alcohol while showing few, if any, signs of impairment or intoxication.
Verifying
An observance of a patron by their server; the server determining possible changes in a patrons speech, appearance, or actions indicating possible intoxication since the server began serving them.
